Alleged fraud in UBRDA: Concerned citizens petition HoS, others

Two persons, Habib Garba and Amos Douglas, have written separate petitions against an Assistant Director, Upper Benue River Basin Development Authority (URBDA), Yola, Adamawa state, Mr Abubakar Tela Sulaiman, alleging fraudulent acts, massive diversion of money, abuse of office, among other allegations.

In the said petitions filed before the Federal Ministry of Water Resources and Head of the Civil Service of the Federation, respectively, Garba further accused Sulaiman of exhibiting an overbearing attitude, alleging compromise and perversion in the line of duty.

Copies of the petitions sent to the HoS and the ministry were sighted by our correspondent.

In his petition dated 11th August, 2023, the petitioners alleged that Sulaiman had compromised the Integrated Payroll and Personnel Information System (IPPIS) payment platform.

Another petitioner, Douglas, claimed that Sulaiman paid himself salary arrears with a net figure of N372,648.42 in December 2021 while denying over 120 staff their salary arrears in the same year.

Again, in another round of payment on 21st January 2022, N8,370,000.00 was allegedly paid for the same to his First Bank account number 2012065215 and IPPIS number 260535.

The actions and recklessness, according to the petitioners, consequently resulted in staff promotion arrears of 2022, not paid till date while his cronies benefited from a diverse unmerited amount on 21st January, 2022 via a description RR/IPPIS/FGN UBRABDA/20.

When our correspondent tried to reach Sulaiman on his Glo line for his side of the story, he could not be reached.

Also, text message sent to his phone was not replied as at the time of going to press.

When contacted, Mrs Watti, the Director, Human Resources, Federal Ministry of Water Resources, said, “I am not a party to this case but a staff of the FMWR. The Ministry received the petitions and the PS has inaugurated a Fact Finding Committee to investigate. Please, kindly note that the administrative procedure on the case is ongoing. Thank you.”
