The political contest ahead of the 2027 elections has entered a new phase in Southern Kaduna, with Hon Victor Mathew Bobai, Senior Special Adviser on Public Affairs to Kaduna State Governor Uba Sani and Convener of Friends of Christopher G. Musa, declaring that the region has effectively become a closed political territory for the opposition.

Bobai comfortably concluded his assessment of the political situation in Southern Kaduna with perhaps a most colourful metaphor, saying, “With Tinubu’s federal university and medical centre in Southern Kaduna, Uba Sani’s roads and hospitals, Jerry Adams’ grassroots fire, and General CG Musa’s Command Schools, Army recruitment drive, Musawah welfare and 23-LGA door-to-door machine, Southern Kaduna is not just sealed; it is bolted, locked and the key thrown into River Kaduna.”

Bobai, speaking on Invicta Radio in Kaduna over the weekend, described the ongoing mobilisation by the All Progressives Congress (APC) as evidence of what he called a “total shutdown” across 12 local government areas of Southern Kaduna.

“It is no longer politics, it is a total shutdown,” Bobai declared.

He listed Kaduna South, Chikun, Kajuru, Kachia, Kagarko, Kaura, Kauru, Sanga, Jema’a, Zangon Kataf, Lere and Jaba as areas where, according to him, the APC has built sufficient grassroots structures ahead of 2027.

“From Kaduna South, Chikun, Kajuru, Kachia, Kagarko, Kaura, Kauru, Sanga, Jema’a, Zangon Kataf, Lere and Jaba is a shutdown for His Excellency, Comrade Jerry Adams,” he said.

“Opposition should look elsewhere, but these LGAs are already sealed and dusted for the APC. We are proud to associate with his energy. We wanted the person Governor Uba Sani gave us as a running mate, and most definitely we shall prove to the opposition that there is no marketplace to sell their products.”

Bobai was referring to the APC deputy governorship candidate, Jerry Adams, whose grassroots mobilisation he said had strengthened the party’s position in the region.

For Bobai, however, the APC’s argument in Southern Kaduna goes beyond campaign rhetoric.

He pointed to federal and state projects as what he described as tangible evidence of the Renewed Hope Agenda of President Bola Ahmed Tinubu and the administration of Governor Uba Sani.

“The lockdown is not by mouth. It is by visible evidence of the Renewed Hope Agenda of President Bola Ahmed Tinubu and Governor Uba Sani, now reinforced by the collaborative efforts of the Minister of Defence, retired General Christopher Gwabin Musa,” he said.

Among the federal interventions cited by Bobai are the approval of the Federal University of Applied Sciences in Kachia and the Federal Medical Centre in Kafanchan.

He also pointed to major transportation and infrastructure commitments in Kaduna, including light rail and road projects, as part of the federal government’s development agenda for the state.

The administration has also announced major road reconstruction projects, including the Kaduna-Birnin Gwari corridor, alongside investments in skills development, healthcare and public transportation.

The governor’s aide similarly highlighted Governor Uba Sani’s road and healthcare projects across Kaduna State.

According to figures cited by him, the state government is implementing more than 78 road projects covering approximately 775 kilometres, with several projects focused on rural connectivity.

He specifically mentioned the Magajiya-Amaru-Unguwan Liman road and the Madauchi-Madakiya-Kafanchan corridor.

The 23-kilometre Madauchi-Kafanchan road through Madakiya, he said, had been completed and commissioned, while the Jaba-Kwoi road had also been flagged off.

Beyond roads, Bobai cited the upgrading of 255 healthcare centres, the renovation of 15 general hospitals, including Kachia General Hospital, and the completion of 62 new secondary schools.

The argument, he said, is straightforward: infrastructure is becoming part of the political conversation in Southern Kaduna.

But Bobai believes the most significant addition to the APC’s grassroots machinery is the growing network associated with General Christopher Gwabin Musa, the Minister of Defence and former Chief of Defence Staff.

He described what he called the “CG Musa factor” as a major component of the APC’s emerging political and community mobilisation strategy.

According to Bobai, the approach combines community infrastructure, youth engagement, welfare interventions, security initiatives and grassroots mobilisation.

He pointed to military-supported interventions involving schools, clinics, boreholes and peace-building initiatives in communities affected by insecurity.

Bobai also cited the Infantry Model Command Day Secondary School and proposed educational infrastructure as examples of interventions he said have strengthened the connection between security institutions and local communities.

Youth mobilisation is another central part of the strategy Bobai described.

He said General Musa’s non-kinetic approach includes vocational and development initiatives aimed at providing young people with alternatives to criminality and insurgent recruitment.

He also referenced the Musawah for Youth and Development Initiative, which he described as a platform for encouraging youth and women’s participation in national development.

According to Bobai, the movement has expanded its grassroots structures across Kaduna’s 23 local government areas.

The campaign, he said, is designed to take political mobilisation beyond rallies and large gatherings and into individual communities and households.

“House to house. Door to door,” is how Bobai described the strategy.

He said the Friends of CG Musa network intends to intensify grassroots engagement across the North-West, with Kaduna serving as a major centre of mobilisation for President Tinubu and Governor Uba Sani ahead of 2027.

Bobai also linked the political conversation to security.

He cited Governor Uba Sani’s revival of the Kaduna State Vigilance Service and plans to recruit 7,000 youths into the community-based security structure.

The initiative, he argued, complements broader efforts around community policing, security awareness and youth engagement.

For Bobai, the combination of infrastructure delivery, community programmes, youth mobilisation and security initiatives creates what he regards as a formidable political structure going into 2027.
